The West African nation is participating in the tournament for the first time since missing the previous three.
Five groups will compete for the prizes, with each of Groups D and E hosting three countries while Groups A through C will host four countries.
Ghana will play its games in Constante in January of next year after competing in the event final twice and losing both times.
